They sometimes give roughing penalties instead of fighting penalties when you drop the gloves. Although I don't see how that'd be called roughing either. I'd suspend them both 20 games for unsportsmanlike conduct.

That's true. But they just went up to eachother as if they were going to fight. They had their fists up, circling around. I would count it as fighting too. It's not like they can just walk away with a two minute roughing penalty. Not in reality.
