how would the military deal with a hijacked plane loaded with passengers, they couldnt shoot it down. So how would they get them to land.

they could of crashed it into a building, most likely they would of been givin orders to shoot it down beacause its a cargo plane. But if it was a plane loaded with passengers, then they couldnt shoot it down, they couldnt kill dozens of people, so i dont see how scrambling fighter jets would help, because it would be unethical, but then again killing a couple hundred innocentpeople to save potentialy thousands. Is it really worth the price?
