Yeah its Paul Hartnoll from Orbital (who did P.E.T.R.O.L for the first game), he did two tracks for the soundtrack and thats one of them, the intro, they are the best tracks on the whole thing apart from the Aphex Twin one, though i have to say even thats pretty lame compared to the rest of his stuff. I bought the soundtrack just for those two Hartnoll tracks. :) this guy has a gameplay vid with "Ignition" the other track, which is orgasmic. :D
